Overall Plot and Setting

Crime is the business of survival. A few good police try to combat an oncoming wave of gang violence and drug trafficking in a city where everything is for sale. The population is a mix of immigrants, drug lords, and unregistered gifted.

The world is a dangerous place but people find ways to scrape by. People drink at the local pub, shopkeepers keep their back doors open for business, and masked vigilantes hunt dealers.

Join the ranks of a corruptible police department, pull the strings of a drug syndicate, try to survive in this cruel world.

This is your world. This is New Blackborough

New Blackborough is a coastal town and is home to immigrants, criminals, prestigious businessmen, and everyone in between. tall factory smokestacks rise out of the gloom, overlooking streets lined with streetlamps and broken windows. it's overcast six out of seven days of a week, and violence reigns over the lives of its citizens.

it's upper district holds the town's wealthy patrons. among its well-lit streets can be found the city's courthouse, a number of expensive restaurants, and the police department. the upper apartments tower over the streets, housing the city's wealthiest citizens.

The middle district is where much of the city's commerce takes place. it plays home to many of the city's middle-class residents and boasts a diverse range of small shops, bars, and restaurants. During the day it's filled with happy shoppers, but try not to get caught out after dark. There is probably a good reason why the hospital is located in this district.

The lower district houses most of the immigrants of the town and is the criminal center of the city. It houses the prison as well as the public park, which has since depreciated to the public dumping ground. Many gangs and dealers call this district home. It is the most dangerous place in new blackborough and can be either be one's making or one's undoing. 

The docks are the first place immigrants land on. it holds a simple fish market as well as the black market. the waters are often frigid and are unfit for most swimmers. Bodies are sometimes found washed ashore or pulled in on nets. Seems as many people are being sent out to sea as there are coming onto the docks.

The gifted are considered dangerous. it would seem that the world has not adjusted to the discovery of super-humans. Most that discover their own abilities are often in fear of endangering themselves as well as others.

Powers don't seem to have a genetic disposition and do not appear in isolated areas. They seem to be random occurences. Though instances of relatives having powers do happen this does not support the case of powers being genetic as there are far more cases of completely random occurances than powers being of blood relations.

the public often fears the gifted, jobs are harder to come by for them. Many turn to use their powers for crime, only increasing the disdain for those with gifts. 

Powers are often looked down upon and are discriminated against. There is a constant social pressure on those with powers to keep them in check. 


There is a market for containing one's own abilities. So much so that two drugs have been developed to  temporarily eliminate one's abilities: Corpex and soma. 

Soma is used to eliminate or dampen one's mental abilities. This includes manipulations, intelligences, mental fluidity, and other similar powers. Half doses of the twice a day drug will only dampen the abilities while a full dose will commonly disable the user's abilities as long as the regimen is kept.

Corpex, the competing drug that developed after soma is more advanced and is more expensive as it covers a much broader spectrum of abilities. Corpex disables any powers dealing with the physical or biological means of an individual. common powers disabled are as follows: strength, speed, reflexes, invisibility, transmutations, transformations, some sensory powers, durability, and enhanced conditioning. The doses for corpex happen to be once a day, usually lasting the individual a full 24 hour period. if the regimen is not kept the user will find their abilities gradually returning to full strength.

Other powers that are not directly physical or mental may not be effected by the either drug. such powers are considered untreatable and are often looked down upon even further.

Individuals that are not powered or that take a double dose may find their bodies or minds deteriorating. in the case of corpex, the body will begin to shut down, starting with minor organ failure and dangerously low blood pressure. Those who abuse soma will find themselves succumbing to delusions and may suffer permanent brain damage. In some cases of overdose, resulting in comma as well as loss of (or severe disabling of) one's abilities.

crime is the business of choice here. most people find themselves connected one way or another. there are several unnamed gangs among new blackborough. No body is quite sure which groups hate each other or who even runs the syndicates at all.

Street versions of popular drugs soma and corpex appear every now and again along with the usual narcotics. these drugs are all dangerous and are often laced with addictive substances. The effectiveness of street soma and corpex is always in question.

Drug dealers, wet workers, and smugglers all have to make a living. despite being in a city set up for crime, they always have to watch for a snitch.


a police department that is sent in all directions. there are several detectives trying to piece together murders as well as the drug trade in new blackborough. but like many people trying to make a living, some find themselves in bed with syndicates and find ways to deliver red herrings to other investigators.



this town will swallow you whole. If you own a business you gotta fight to keep it running. if you got a gift you have to keep it under control.

unkept gifts aren't appreciated in this town, there will be plenty that will be kind enough to help you figure that out.
